Maven Plugins #1418

Improvement proposal
Maven Plugins appear first in the section "Documentation" and also as Plugins in the section "Maven Projects".
The content is identical and clicking either highlights both in the left side navigation.
In addition I think Maven Plugins is not the first thing that comes to mind when looking for Documentation.
My suggestions:
- Drop Maven Plugins from the Documentation section. It is fine in the Maven Project section.
- Move User Centre - which should be User Manual - to the first spot in the Documentation section.
