[MJAVADOC-822] parameter skippedModules should scale and easier to use

As it doesn't accept regex and need to have all artifactIds on a single line without any space or line return

No, I mean a better handling in general to span long values over multiple lines.

yes I understand (a more general problem for such parameters which should have been declared as List but I agree this would make some very verbose xml)

but here it's new feature as well to handle a new format [groupId:]artifactId and regex as well.
