[MDEPLOY-272] Add skip capability to deploy-file goal

Currently the deploy-file goal doesn't support the <skip></skip> configuration parameter.

I have a case where that would be very useful, as I would like to conditionally deploy a file based on a maven property.

I assume that this would prevent the deploy plugin from complaining about the configuration being incomplete, too?

Created pr https://github.com/apache/maven-deploy-plugin/pull/19 which copies skip functionality from DeployMojo and implements integration tests.

Hopefully the issue is taken seriously this time.
