`ChangelogReleaser` should not fail on empty `unreleasedDirectory`

[This CI run](https://github.com/apache/logging-log4j2/actions/runs/7194742341/job/19598265516) has failed to issue `log4j-changelog:release`, since `src/changelog/.3.x.x` does not exist. Though this should not be a problem.
