Introduce `skip` parameter

Currently, none of the following components support _skipping_:

- `log4j-changelog-maven-plugin`
- `DescriptorGenerator` in `log4j-docgen`
- `log4j-docgen-maven-plugin`

This makes it impossible to skip these executions during build.
