[INLONG-11342][Manager] Support Transform Function doc display

Fixes #11342

Motivation

• Add OpenTransformFunctionController and Service layer interface for transform function docs to handle request of getting Transform function docs
• Add TransformFunctionDocInfo and TransformFunctionDocResponse used to return response function docs data
• Add type attribute for every function, Add FunctionConstant store different type
• Change the List storage to Map to support filtering by type
