[Improve][Docker] Optimize the deployment on Kubernetes

Description

InLong has supported deployment on Kubernetes for a long time, there is also a guide document.

The last commit for deployment on Kubernetes passed 1 year, and the community has released several versions, it's time to update the deployment files now, including the following tasks:

• Check the deployment works fine for the latest version
• Update the deployment helm files and document
• Update the GitHub action workflows
