Voting without logging in #13

Inviting non-committers to participate in a vote (even if non-binding) is a nice way to encourage them to share their perspective and get more involved. Having a way to register votes without having to log in would be cool - though non-trivial, since it means you now need to guard better against malicious input, and have a way to moderate away inappropriate comments or disable comments altogether when things go haywire.

    +1. I think this is essential if CAP is ever to replace release votes on mailing lists.
    Or indeed any other vote where universal participation has traditionally been allowed and encouraged.

    One of the benefits of open source is that anyone can get involved.
    Restricting votes to ASF committers only means that potentially valuable input is lost.
    The more people who can test a release candidate, the better.

    As to how to moderate 3rd party users - perhaps allow votes from subscribers to the list where the vote is announced?
