Provide charts through OCI registry

Provide OCI chart in addition of classical registry

The easiest is to use GItHub package (ghcr.io) to publish OCI chart packages when they are released

Similar works as been done on many chart repositories (grafana/helm-charts#2395, https://github.com/jenkinsci/helm-charts/pull/1196/files, codecentric/helm-charts#799, etc...)

Can we update the release workflow to also publish OCI helm charts ? https://github.com/apache/incubator-devlake-helm-chart/blob/main/.github/workflows/release.yaml

I would also user to consume the chart via existing OCI proxies (Artifactory for example) on network constraint environment
