Depends on #11326

Currently the Iceberg views are not interoperable. The views written by one engine cannot be understood by another because it cannot understand the dialect.

Hence, SQL users need a manual way to add other engine's dialect. So, atleast the views can be interoperable from other engines.

In future we need an automatic way of converting dialects in Iceberg. Until then, users can use this procedure.
