Apply spotless for scala code

Feature Request / Improvement

The spotless code formatting for Java code is very convenient and effective while the Scala code has not enabled the feature. Because this will make the code changes a lot, here I'd like to talk about whether we should enable it or not. If it is OK I could submit a pr for it.
