create_primitive_array_single_element and create_primitive_array_repeated don't respect Decimal128 precision and scale #1920

Describe the bug
I'm hitting issues with DataFusion Comet trying to use Decimal128 partition values, mostly due to the precision and scale not matching after #1824 merged.
To Reproduce
I will open a PR shortly with tests that reproduce the issue, as well as a fix.
