Move AES GCM fixtures to Iceberg-verification #4010

Feature Request / Improvement
The fixtures added in #3969 are useful for all clients implementing the encryption spec. We should move those to the new iceberg-verification repo
https://github.com/apache/iceberg-verification is new but I've opened an issue there also apache/iceberg-verification#11 to tack this.

Hi! I’d like to help move these AES-GCM fixtures to the verification repository while keeping the Python tests stable. Could you share the expected target layout and validation workflow?
