Support record index for Flink writer

Feature Description

To support using record index as the writer index type for Flink write path.

User Experience

How users will use this feature:

Users should be able to set record index as the writer index type and be able to leverage the indexing capability for efficient upsert.

It should also work seamlessly with existing table which has record index built up by Spark writers.
