Description
Current behavior
- Main README.md links to 404 Code of Conduct.
- docs/get-started/contributing.rst links to the same 404.
- CONTRIBUTING.md mentions "ASF Code of Conduct" but with no link.
- docs/asf/index.rst links to the ASF code of conduct.
