[Feature] Dubbo Cloud-Native supports the REST call to Non-Dubbo

Dubbo Cloud-Native should support the REST call to Non-Dubbo applications that exported the REST services in the same registry, like Spring Cloud or Kubernetes. In there applications, they can't export the MetadataService
