[Opt](functions) Use preloaded cache to accelerate timezone parsing

Proposed changes

Issue Number: close #xxx

1. Use global cache for timezone load rather than thread_local now.
2. Preload the timezone files while initing exec_env.

In this pr we deleted 2 be-ut because of from now on convert_tz is rely on ExecEnv::init(). So it's difficult to test it without a complete BE process. But all related functions are ensured to be tested in regression-P0.
