Release sqlparser-rs version 0.52.0

Follow on to #1384

Filing a ticket here to track the work of a release (mostly so others can follow along)

Target Release Date: Approximately 2024-10-15

Note we may do the next release as part of the Apache Software Foundation process. See #1294

Steps:

• Make a PR to update CHANGELOG.md:
• run cargo release:
• verify the new release is on crates.io
• Make ticket for next release: Release sqlparser-rs version 0.53.0 #1517

I am behind on this -- I will try and make a release this week

I have begun creating the scripts for running the ASF release process in #1479. I will keep hacking tomorrow

Update here is that now that we have @iffyio setup as a committer, I think we will be able to commit PRs and make the first release of this crate under the ASF process. I am working on this now

I made a few prerequisite PRs:

1. Add Apache License to additional files #1502
2. Move CHANGELOG content #1503

Then I have a PR to update the version and add scripts:

• Update CHANGELOG.md for 0.52.0 release, add scripts/ instructions for ASF releases #1479

Then I think we'll be able to do this
