Use older version of GLIBC when building official Comet jars

What is the problem the feature request solves?

We have had numerous reports from users experiencing issues because they are using an older GLIBC version than the one we compile with, which seems to be GLIBC_2.27.

It seems that the best solution to this problem would be for us to build against an older version of GLIBC. CentOS 7 uses GLIBC_2.17, and we have had multiple issues filed by users trying to use Comet with CentOS 7.

This has been attempted unsuccessfully before - #932 (comment)
Also, RHEL 7 is already end-of-maintenance since June 2024.
