Tried creating a new environment with CentOS 7 and Systems VMs failed to start with the below error

This PR #7663 adds new hot memory ballooning capabilities, may be we need version checks there.

@kiranchavala @harikrishna-patnala , I am investigating the issue. We don't set deflate-on-oom explicitely on the xml defenition. We do set a memballoon attribute autodeflate, so I am trying to see if I can manipulate that in our favour. Will update here.

I have tried removing the autodeflate option but that did not work on centos7. I am investigating further but have little options left, other than reverting #7663. Trying that one now.

One way to address https://github.com/apache/cloudstack/pull/7663/files is to revert most of the changes, except the one-line that sets the maxRam using vmTO https://github.com/apache/cloudstack/pull/7663/files#r1282627949 anybody who doesn't want to use the vm balloon feature can disable it (alternatively, we can change behaviour to have VM balloon feature disabled by default - not sure who's using dynamic scaling or if it even works by default).
