[Task]: Create RC validation workflows

What needs to happen?

https://github.com/apache/beam/blob/v2.64.0-RC2/contributor-docs/release-guide.md#run-validation-tests should be converted to several RC validation workflow. https://github.com/apache/beam/blob/release-2.64/.github/workflows/run_rc_validation.yml does not work.
https://github.com/apache/beam/blob/release-2.64/release/src/main/scripts/run_rc_validation.sh is also broken.
