[C++][CI] arrow-azurefs-test timeouts

We're seeing frequent arrow-azurefs-test timeouts on CI. It happens very often on the ASAN UBSAN CI job, but also randomly on other CI jobs.

It seems the problem appeared between 2025-09-15 and 2025-09-16. In the last successful build, arrow-azurefs-test finished in 69 seconds, far below the 300 seconds timeout.

There seem to be no significant changes in that timeframe.
