[C++] Document how to use Meson WrapDB entry for Apache Arrow

Describe the enhancement requested

Now that Apache Arrow is distributed through Meson's wrapdb, it can help third parties more easily link against arrow, regardless of it is installed on the system or not. It would be nice to document this feature
