[C++] Upgrade to boost-cpp 1.69.0 again

EDIT: the issue has been present for a large portion of 2018. I found this when merging the macOS C++ builds and changed the build type to Xcode 8.3:

I reported the issue into conda-forge at conda-forge/boost-cpp-feedstock#40

It seems that the Ray project worked around this earlier this year: ray-project/ray#1688

cc @robertnishihara @pcmoritz it looks like we are running into the macOS Boost issue that you ran into earlier this year. It seems the problem is not present if you use the same version of Xcode to build a package as the boost-cpp conda packages

No, unfortunately those won't help.

It seems the particular issue we're seeing might be caused by having two versions of Boost installed. I'll take a closer look when I can

Hm this may be caused by 1.69.0 missing from Boost_ADDITIONAL_VERSIONS

I was able to repro the crash with the 1.69.0 package on Xcode 8.3 but get a passing build with 1.68.0.

This is probably a different issue. Anaconda has a libboost package whereas conda-forge has boost-cpp. They both provide the boost libs and can be installed in parallel. Sadly, they both override what boost gets loaded and the last one wins.
