(potentially) improve IPC compression performance by reusing `lz4_flex::frame::FrameEncoder`

The idea is to try and re-use initialized state for lz4 the same way @albertlockett did for zstd in #8405

Can we do the same for lz4_flex::frame::FrameEncoder, does it help?
