Next arrow release: (10.1 or 11)

This is to track the work to release the next arrow release after 10.0.0 (released March 8): https://github.com/apache/arrow-rs/blob/master/CHANGELOG.md#1000-2022-03-04

This would mean creating a release candidate March 17 or March 18 this vote and then release on March 21
