The timezone display on the Dashboard page is empty when the timezone is set to UTC

To Reproduce

Steps to reproduce the behavior:

1. Go to 'Admin - Settings - Interface - Timezone'
2. Choose 'UTC'
3. Go to 'Admin - Dashboard'
4. See timezone is empty

Expected behavior

Timezone: UTC
