Dockerfile Dockerfile.ci clients/python/ (still on 3.8), Install instructions docker test, constraints links, is that intentional to remain in 3.8 ?

Oh, cool.... My PR from a couple of months ago was auto closed as 2.11 was so far out. Hope it took not much long time to re-invent the wheel. |

It has already been dropped on main via #42766. This does the same for 2.11
