Add a pre-commit hook to check that airflowctl commands exist in integration tests

#58106 needs to be finished. According to either an automated or non-automated approach, we will implement this check.

Description

When to run: The pre-commit hook should run whenever a new command is added, as with regenerating SVG images in pre-commit with prek.
What will be checked: the new command could be verified via hash, is checked if it exists or added into the airflow-ctl-tests/.
Which phase: We won't need the prod image or anything to be installed to check this; this check is more static.
