What happened?

When a dag is cleared while in the running state, the tasks will get stuck in the restarting state. They will then emit heartbeat timeout events continuously, and the dag will remain in the running state until manually marked as failed/success.

What you think should happen instead?

When a dag in the running state is cleared, all tasks should proceed from restarting to up_for_retry.

How to reproduce

In any dag on Airflow 3, clear the dag while in the running state.
