Automatic refresh of `airflow-site-archive`

Currently the airflow-site-archive workflows to pull stuff from S3 have to be manually triggered, but we should implement strategy so that main of the repo is automatically refreshed after we publish new docs in S3.

This can be done by either:

• Personal Access Token stored in the airflow repo and triggering airflow-site-archive workflow S3 to GitHub
• Turn the S3 to GitHub workflow into efficient regular "scheduled" workflow in airflow-site-archive - in the way that we should publish some indicator that that S3 has been updated so that the workflow does not have to run sync for the whole repo often
