Deprecate airflow.utils.email

Task SDK has deprecated task-level email hooks (in favour of SmtpHotifier). There are no other use cases of the module in Airflow Core, so let’s deprecate it.

Some utilities are used by providers; we should move those into the provider.

I think that specific one should be just relocated to the smtp provider.
Some users who write custom email operator logic use this util directly.
