Note, this is NOT a bug but a missing feature. As in Slack:

Yes, when the webserver starts the connection list needs to be elaborated from all providers loaded. This time depends on how many providers are installed.If you use breeze ALL providers are installed/available - and this is the duration it takes for the plugins manager to load all plugins.As plugins are "normally" not loaded by the API server, currently when opening the page this is happening in the backend the first time.I was knowing this and therefore made the list preparation "cachable" so it happens only once per start of API server.Next level of improvement would be to completely un-bundle the provider dependency from API server. This is foreseen. But as tight timeline of Airflow 3 I contributed it like this to ensure we have a connection form in 3.0.

This delay is ONLY the first time after API server has started. It will be resolved when #47502 is implemented. But this might slip into 3.1 - except if somebody volunteers to make this soon.
