AIP-81 Split Local and Remote Command for non-public-api commands

Description

We need to further split remote commands and make them local.
Certain CLI commands, such as airflow dags test, are difficult to resolve through direct database calls. In such cases, CLI commands should be divided into two parts, allowing some components to remain as local commands. For instance:

cli/commands/local_commands/dag_command.py  
cli/commands/remote_commands/dag_command.py
