[Bug] Stop hook execution fails with PowerShell encoding error on Windows #43024

Please describe the error in English to make it easier for other users to find.
This is a stop-boundary reliability failure.
If stop hook execution fails on Windows because of a PowerShell encoding error, then the exact mechanism users rely on to enforce last-second control or cleanup becomes least reliable on the path where control matters most.
That is worse than an ordinary hook bug because stop hooks exist for boundary conditions: they are often the final chance to log, clean up, gate, or prevent bad aftermath.
I would want clarity on:
- whether the failure is caused by command encoding, environment encoding, shell invocation flags, or stdout/stderr decoding assumptions
- whether the stop hook failure is visible enough that users know the protective action never ran
- whether there is a shell-agnostic fallback path when PowerShell cannot execute the hook safely
A stop mechanism has to be boringly reliable. If encoding issues can disable it silently or unpredictably, the user loses confidence in the emergency brake of the whole workflow.
