[BUG] Claude code terminal jumps to the top of the chat when reviewing a plan

What's Wrong?

When reviewing a CC plan in Claude Code's terminal the chat will jump all the way to the top of the terminal output (without even touching anything). This happens often making it difficult to read the proposed plan.

Actual Behavior: The view intermittently jumps to the top of terminal output when not positioned at the very bottom. The jump may occur after a delay, suggesting a possible refresh/redraw issue.

Impact: Disrupts reviewing large diffs as users lose their place, particularly problematic for lengthy code reviews.

What Should Happen?

The terminal view should allow scrolling without randomly jumping to the very top of the chat

Use Claude Code to come up with a fairly long plan (does not fit in the terminal without scrolling)
Try to scroll through the prompt
Wait/observe - view will jump to start
