The cryptography package is a transitive dependency, and currently has no win_arm64 wheels. To build from source, it needs a native OpenSSL to link to.

As the title says -- I understand that the maintainers might not want to add yet another wheel to the mix when we are running out of PyPI quota. However I'd like to point out that there are plenty of developers already using Windows ARM64, and many more will be hopping on soon when the new Nvidia RTX Spark-based laptops come out.
There is a temporary step that I added specifically for Windows ARM64, to install a native OpenSSL build -- this is so that the cryptography package (which is a transitive dependency) can be built from source, as they currently have no win_arm64 wheel published. That wheel should be coming sometime soon, as the PR has already been merged. We can remove that step when that happens.
