App registration is now available to all organizations in the console, so the registration bullet no longer needs to hedge on availability. The console link moves inline onto "Anthropic console". No-Verification-Needed: README prose only, no runtime surface

Summary
App registration for App Attest is now available to all organizations, so the README's registration bullet no longer needs to say it is "currently rolling out" and reachable "once available". The console link moves inline onto "Anthropic console" and the hedging sentence is gone.
This was the one deliberately time-bound sentence in the README, written that way when App Attest shipped in #16 while the console gate was still being opened up.
Test plan
Prose-only change; nothing to build or run. Verified by reading the rendered bullet and grepping the repo for other availability-gated wording (
rolling out,once available,not yet available,coming soon) — no other occurrences in Markdown or Swift.
