[BUG] Toggle Review and Toggle File Tree panels flicker/reset after loading #22662

Description
Description
When opening either the Toggle Review panel or the Toggle File Tree panel, the panel may briefly load its contents correctly and then unexpectedly reset, flicker, or return to an empty/loading state.
Even after restarting the app, the same behaviour persists.
