[Desktop] Issue viewing newly-opened files from file tree

Description

There is some unintuitive behavior when opening files from the file tree. Currently, opening a new file focuses whatever first file was opened (and is still open) in the side panel. I think most users would expect opening a new file to show that file in the side panel, or at least leave the current displayed file in the view.

3. Open a second file and observe that the second file is opened, but not focused in the side panel
