Unstyled scrollbars in TUI

Description

Scrollbars in the permission dialog and the sidebar appear with default terminal styling instead of using the application theme colors.

Steps to reproduce

1. Open a session with pending file edits (permission dialog) or open the sidebar in any session
2. Observe the scrollbar appearance
