What are the steps to reproduce this bug?

from reddit:

it applies the same tags to all selected notes rather than appending or deleting a specific tag across the selected. (For example if you selected notes from different chapters, ticked the "book title tag" in the edit dialog and applied it, thinking that will just add an additional tag to the cards — nope, every note would be tagged with all of the chapters now. I learned it the hard way. Any mass editing it's better to do on desktop.)

Expected behaviour

Be like the desktop where we can select notes with different tags, add or remove the specified tags without "equalizing" everything else.
UI/UX change (regarding the tag selection dialog) might be needed to fix this. It could be the same as the desktop one (just a blank to specify the tags to be changed), or be like the mass-edit interface in Playnite if you know what that is. I don't have the computer right now to post a screenshot, but Playnite has a tag selection dropdown similar to what AnkiDroid currently has, except it shows a "tick" for tags that are shared across the selected notes, and a "–“ for tags partially shared.

I just tested it on version 2.23.3 and it's still true.
