I tested in 2.18. If I understand the reproduction correctly, this bug is not present in 2.18. (Why 2.18? - I do not want to update to 2.20, because I need the localstorage in JS, which works in 2.18.)

FYI, that's implemented in the latest beta. Enable it in Settings > Advanced > localStorage in study screen

Reproduced in v2.20.1 and v2.21alpha22:

1. Tap the plus button to add a new card.
2. Add the tags "1" and "1::2".
3. Check tag "1".
4. Check all.
5. Uncheck tag "1".
