initialize must be fault tolerant

every time zone.js library is attempted to be loaded multiple times it throws an exceptions and breaks everything on page, please change this to reuse already loaded instance (as it relies on globals and patching) as web and js is full of unstrict things and shouldn't behave like Clang apps and falling with segfaults and everything if anything.
