CircleCI 2.0 and create consistent way of enforcing format

The clang format does different things on my macbook when compared to circle ci. The formatting process should always be the same. Currently release 12.1.0 breaks the format process.

Also CircleCI 1.0 needs to be upgraded to the supported version 2.0 before the end of August. This might also need to happen to Protractor.

For now the broken flag on the master will stay as is until we think of a new way to do the formatting. I'm open to ideas.
