bug(android/windows): cannot delete android SDK without restarting the computer

Even after webdriver-manager update --android as finished, windows thinks the SDK files are still in use, which makes it impossible to delete them. This is super annoying.

I am able to resolve the problem without rebooting by running Task Manager and ending the adb.exe process.

• Any idea how that could be put into a .bat file or something similar?
• You really need to switch to 11.x if you want appium to work on windows. I understand that 10.x is downloading by default but we'll fix that soon.

P.S. You can now use 10.3.0 instead of 11.x if that helps
