Windows ICMP method does not work for some IPs

The Windows ICMP method does not work for 10.201.0.0-10.255.255.255.
For IPs in the range of 10.201.0.0-10.255.255.255, Windows ICMP ping timed out, but Java ping works.
You need to run the exe directly to get this error; it works fine when run from the console.

Windows ICMP needs access to the respective DLL in your system, and it may need additional privileges.
Java Pinger falls back to TCP probe if ICMP packets cannot be sent due to permissions.
