Optimize CI for PRs with parallel Ubuntu jobs and annotations, and introduce a dedicated multi-platform nightly build.
This improves PR feedback speed and cost-efficiency by running linting, type-checking, and building in parallel on Ubuntu, while maintaining comprehensive multi-platform testing on a scheduled basis. GitHub annotations are now used for linting and type-checking errors to provide immediate feedback on PRs.
