Update actions workflows, and support for python, django and drf

This pull request includes updates to the GitHub Actions workflows to ensure compatibility with newer versions of dependencies and improve the testing process. The most important changes include updating the PostgreSQL version, adding support for new Python and Django versions, and updating the Codecov action.

Updates to dependencies and versions:

• .github/workflows/test-postgres.yml: Updated PostgreSQL version from 12 to 13 for the testing environment.
• .github/workflows/test-postgres.yml: Added support for Python 3.13 and Django 5.1, and updated Django and DRF versions in the test matrix.

Improvements to testing process:

• .github/workflows/test-postgres.yml: Modified the command to install psycopg2 to use the new psycopg[binary] format.
• .github/workflows/test.yml: Updated the Codecov action from version v1 to v4 for uploading coverage reports.
