Adds or verifies PHP 8.5 with the existing supported PHP/TYPO3 configurations retained. Existing checks stay enabled and runtime defaults use PHP 8.5 where supported. The complete existing matrix runs in this PR.
CI installs the official fixed SVG sanitizer through a test-only alias. Older TYPO3 11/12 jobs need authorized ELTS access. Draft until all retained tests pass.
